How registries and registrars can efficiently meet new cooperation obligations

The German implementation law for the NIS2 Directive has been in force since 6 December 2025, and Article 28 poses significant operational challenges for registries, registrars, resellers, and privacy/proxy service providers. As EU Member States advance with their national implementations, the urgency for all stakeholders to act is steadily increasing.

To support the industry, eco – Association of the Internet Industry presents a flexible contract template designed to seamlessly integrate the requirements of Article 28 into existing Registry-Registrar Agreements (RRAs). This solution, created by Thomas Rickert, Attorney-at-Law and long-time Director Names & Numbers at eco, has already been showcased as a best practice at ICANN.
